County Disapproves Eastwind Site Plan for Paris Mountain

Oct 10, 2026

Paris Mountain October 2026 Update

On October 5, 2026, Loudoun County’s Department of Building and Development submitted its letter to the applicant for the proposed EastWind Blue Ridge development with an attached 70-page set of comments in response to the applicant’s site plan application. The cover letter includes this statement:

The Site Plan is disapproved for the specific reasons stated in this letter. This disapproval is due to the deficiencies in the application that are listed or described below, along with references to relevant duly adopted ordinances, regulations or policies and a listing or description of the modifications or corrections that will permit approval of the Site Plan upon resubmission.

The applicant’s submission of a site plan was an attempt at getting their project approved through an administrative process, rather than a legislative process, based on the applicant’s belief that their project is allowable “by right” under Loudoun County’s current zoning rules for the Mountain Overlay District. It would bypass any consideration and vote by the Planning Commission and Board of Supervisors, and the public hearings required by that process. Again, county staff have “disapproved” the applicant’s site plan.

This link will take you directly to the county staff’s review in the LandMARC system: EPLAN-2026-0125. Under the Attachments tab, the letter and list of comments is the document named “S1-ENG-Review Comments_EPLAN-2026-0125.pdf Uploaded: 10/06/2026 Notes: Pending VDOT”.

Key issues posing the greatest obstacles include fire and rescue/emergency response, other access and safety factors, stormwater management and drainage, land disturbance exceeding allowances, prohibited impacts to steep slopes, and clearing within Highly Sensitive areas. Staff request clarification of the purposes of buildings and missing information on intended uses. There are multiple references to the possibility of required Special Exceptions (a legislative process) depending on how the applicant responds to the required information, modifications, and corrections. Note that VDOT has not yet submitted its review.
