Mountain Overlay Zoning

Clarke and Fauquier Counties do not permit by right non-residential development on the shared mountainside of Blue Ridge and Paris mountains.

I’m here today to speak plainly about what is at stake for public safety and fiscal responsibility in light of the last-minute motions introduced by Supervisor Kershner regarding rural wineries, breweries, and distilleries.

I urge you to strengthen—not weaken—the zoning protections for our mountains.

Loudoun County ended 2025 under severe drought conditions, an all-too-common status that is sparking elevated concerns about groundwater supplies.

After spending their last term developing a new Zoning Ordinance, but largely insulating the county’s rural areas from change, supervisors spent this year working through the parts of the ordinance that relate to western Loudoun specifically, examining them piece by piece.
