With the objective of shortening the review process and avoiding the 2027 election cycle, the Loudoun County Board of Supervisors (BOS) has significantly changed the procedure for adopting the Western Loudoun Zoning Amendment (ZOAM 2024-0002).
When adopted, the zoning amendment will determine development in Western Loudoun, including the Mountain Overlay District (MOD), for decades to come.
The review process adopted at the end of 2025 called for the Zoning Ordinance Committee (ZOC) to review the draft amendment language over the seven-month period June to December 2026 and the Planning Commission to review draft language during the 6-month March to July 2027 period, with final adoption of the amendment by the BOS anticipated for December 2027.
During the June 2 Business Meeting of the BOS, Supervisor TeKrony (Little River District) initiated a motion establishing an ad hoc committee consisting of five members of ZOC and four members of the Planning Commission. This ad hoc committee will replace the seven-month ZOC review. The Chairs of ZOC and the Planning Commission were given authority to appoint the members of the ad hoc committee.
The ad hoc committee will hold seven meetings between July and November 2026 to review draft zoning amendment language. During December 2026, the Planning staff will prepare a public hearing packet and the Planning Commission will hold public hearings and work sessions on the amendment between January and March 2027.
It is anticipated that the BOS will review the amendment beginning May 2027 with final adoption in July 2027.
The ZOC representatives to the ad hoc review committee include Beth Erickson, President and CEO of Visit Loudoun; Bill Hatch, President Loudoun Wineries & Winegrowers Association; Stacey Metcalfe, Executive Director and CEO of Morven Park; and Tia Earman, Senior Land Use Field Representative, Piedmont Environmental Council.
